2MSL, Maximum Segment Lifetime:

If a TCP connection (dst. addr. and port, src. addr. & port) is active closed, the socket must wait for a period of 2MSL (2 mins, usually) then can be reused. Another word is, the socket can't be reused in 2 mins at regular implementations.
